However, the Wire Act was drafted before the Internet existed. It was designed to protect the government against racketeering.

While it was initially unclear if the Wire Act would apply to Internet gambling, the United States Department of Justice announced in 2003 that the 1961 act applied to all forms of Internet gambling. But the Wire Act applies only to the gambling business. The Department of Justice isn’t aware of any other country that has made a similar ruling.

A bill was introduced in the Senate by Senator JonL. Kyl. This bill would have permitted states to license and permit online gambling activities. However, the bill failed to pass in 1997. The bill was subsequently withdrawn from the Senate.

In the United Kingdom, it is illegal to gamble without a license. The Gambling Commission is a licensing authority.
